The same plate event can support parking, access, traffic studies or enforcement. What changes is the purpose, source consulted, procedure and decision owner.

Choosing an application is not just attaching a rule to ALPR. Each use must limit data to what is needed, define exceptions and demonstrate performance under operating conditions.

Relate presence and rules without turning a reading into a decision

A route can record visible plates and context to support a check of stay or compliance when the project and legal basis permit. Comparing it with a parking session or permit is a separate step.

Grace periods, exceptions, review and any administrative action belong to the authority's procedure.

Streamline authorized passage while preserving exception handling

At controlled access points, a reading can be compared with an authorized list. Barriers, alternative credentials, manual reading and contingencies must remain available when a plate is absent, changed or inconclusive.

A plate should not be treated as an infallible identity factor. Control strength must match the risk of the location.

Produce aggregated indicators to understand circulation

Readings across points or routes can support estimates of flow, journey time and origin-destination patterns when collection has a defined purpose and suitable controls.

For statistical indicators, aggregation and minimization should reduce exposure of identifiers. The design need not retain more individual data than the purpose requires.

Recognition can organize evidence; authority remains with the competent body

A recognized plate can be associated with captured context and routed to an authorized queue or system. This does not mean that OCR classified conduct or automatically prepared a violation report.

The configuration must comply with the Brazilian Traffic Code, applicable regulation, road signs and the competent authority's procedure.

A vehicle may observe other assets, but each capability keeps its owner

A mobile operation may combine modules to map vertical road signs, pavement or other authorized assets. Those results are not produced by plate OCR and should have their own categories, evidence and acceptance criteria.

Is vehicle ALPR only for enforcement?

No. It can support parking, access, logistics and traffic studies, among other authorized uses. Each application requires its own purpose, data, criteria and owners.

Does an authorized list make access infallible?

No. An absent, occluded, altered or inconclusive plate requires a contingency. In higher-risk environments, the plate should be combined with proportionate controls.

Can indicators be produced without retaining every plate?

The design can use minimization and aggregation according to purpose. Retention, access and deletion rules should be defined before collection and reviewed in the project.

Does an ALPR vehicle also map road signs?

A vehicle can carry distinct modules. Plate recognition and vertical road-sign mapping are separate capabilities with their own data models and acceptance criteria.

Which application should be deployed first?

The one with a defined problem, legal basis, accountable workflow, necessary data and verifiable acceptance criteria. Scope should precede camera or integration selection.
