What this case documents

In Volta Redonda, we lead Consórcio Rotativo VR Digital and operate the municipal concession alongside Sinalvida. Agreement No. 302/2019, linked to Administrative Proceeding No. 2228/2018, covers the deployment, management and operation of VR Parking under an original ten-year term. Our role here combines contractual responsibility, technology and field operations.

In the current operation, Olho Vivo Parking connects rules, parking activations and license plate queries. Digipare provides the mobile channel. The 43 Digicon parking meters and points of sale give drivers alternatives for on-street or local retail service. These channels converge on the same operating base, allowing tickets and parking sessions to be managed without fragmenting the operation.

One OCR vehicle equipped with Olho Vivo Patrol travels through the regulated area, reads license plates and organizes each record with image, position, date and time for comparison with active parking tickets. Automated reading prepares the material for review but does not issue a citation automatically. The Electronic Ticket Book supports authorized teams with field records; observation of the facts, classification and the decision remain with the competent officer and authority.

Before the agreement was signed, we presented the system to the municipal technical team during the final stage of the procurement process. The municipality recorded that the tender required at least 98% compliance with the functional requirements assessed and that the solution met every item reviewed. This technical qualification preceded the concession agreement and evaluated the management software supporting the operation.

During deployment, the municipality recorded an increase from 1,890 to 5,393 marked spaces across Vila Santa Cecília, Aterrado, Centro, Retiro, Rua 207, Santo Agostinho and Ponte Alta. The design sought to increase turnover in commercial areas and provide different activation channels. Parking spaces and equipment are different measures: the current 43 parking meters are one of the channels serving the regulated area.
