São Paulo paid parking: a billion-real contract and the largest OCR fleet

We have served Estapar since 1996. Now Brazil's largest parking network, the company won International Tender No. 001/SMT/2019 for São Paulo's paid-parking program. The concession is operated by Z.A. Digital de São Paulo Sistema de Estacionamento Rotativo S.A., the special-purpose company established for the agreement. This history connects three decades of joint work to the digital operation in Brazil's largest city.

Signed on May 19, 2020, Concession Agreement No. 008/SMT/2020 has a 15-year term and a formal value of BRL 2,327,763,021.67. In its current concession dashboard, the City of São Paulo separately reports a concession fee of BRL 1,566,360,000, investments of BRL 43,322,000 and economic benefits of BRL 2 billion. These figures represent different contractual measures and should not be added together.

CET/SP's official map, updated on August 3, 2026, records 52,783 paid-parking spaces. Around 100 vehicles equipped with Olho Vivo Patrol operate daily across the city, travel hundreds of kilometers and analyze thousands of license plates. With this deployment, São Paulo has the world's largest Olho Vivo Patrol fleet in operation. In Brazil, these vehicles are commonly known as OCR cars or fine cars.

The same routes analyze R-6b vertical signs, which identify regulated parking. Combining the vehicle plate, sign image, position and time provides officers with documentary support to assess the context and, when appropriate, issue a traffic violation notice. No reading generates a citation automatically: the competent authority retains responsibility for characterizing the violation and making the decision.

Olho Vivo City delivers analyses to one of Brazil's largest and most complete parking enforcement support centers, managed by the concessionaire responsible for the Digital Paid Parking operation. CET/SP officers receive and analyze the images in real time in this environment before deciding whether a traffic violation notice should be issued.

In 2022, the São Paulo Zona Azul project, submitted by Estapar, received the Award of Merit for Innovation in a Mobility, Transportation, or Parking Program from the International Parking & Mobility Institute. At that time, the award documentation recorded 80 scan cars. Today we work with around 100 Olho Vivo Patrol vehicles for onboard enforcement, while Olho Vivo City delivers the analyses to the support center.

To support this volume, onboard processing keeps capture running along the route and synchronizes records when connectivity is available. Configured telemetry can track asset state, connectivity, power and position. In the central environment, the architecture uses encryption in transit, protected storage, role based access control, multifactor authentication, monitoring, configurable retention and audit trails.
