As a rule, an operation monitor does not issue the traffic fine, and a grace period is not an automatic nationwide right. These are separate questions.
The monitor may guide drivers, check activations and record occupancy under the local contract. A traffic violation record must be issued by the authority or agent with legal competence, including when authorized technology supports the procedure.
Grace periods are local
Some municipalities allow a few minutes for activation. Others apply a period only after paid time expires, and some do not use that procedure at all. Caxias do Sul, for example, publishes its own seven-minute arrival rule and says it does not apply to an expired ticket.
Even where a grace period exists, the vehicle and arrival time may be recorded. That is not the same as the monitor issuing a fine during the period.
Read the signs and local rule, activate as soon as the vehicle occupies the space, and confirm the status before walking away. Do not treat “grace period” as free parking or a presumed national protection.
