No! Tolerance and free parking are completely different concepts in Zona Azul, Brazil's paid rotational street parking, and confusing the two can cost you dearly.

The Fundamental Difference

Tolerance Does NOT Mean Free Parking

Tolerance exists for situations of quick pickup and drop-off — not for parking the car and walking away. If you pull into a space, get out of the car, and walk into a store, you must activate your Zona Azul credit, even if you only intend to stay "just five minutes" [1].

The enforcement system using Areatec OCR vehicles records the exact time of the first plate reading. If on the next pass (usually 15-30 minutes later) the vehicle is still there without active credit, the violation is recorded.

When Tolerance Applies

  • Passenger pickup/drop-off: Stopping briefly with the driver in the vehicle
  • Quick loading/unloading: During permitted hours, with the vehicle in operation
  • First minutes after parking: Some cities allow 5-10 min for the driver to activate the app
