Technology and urban renewal in Cuiabá's concession

Areatec is a shareholder of Concessionária CS Mobi Cuiabá SPE S.A. and participates in the technology operation for metered parking. In the field, the structure includes two Olho Vivo Patrol vehicles, commonly known in Brazil as OCR cars, smartphones used by enforcement teams and 86 parking meters manufactured by Lapazza. Digipare provides the digital channel to activate and pay for parking.

The vehicles travel through the regulated area, read license plates and record image, position, date and time for comparison with the parking session. Smartphones support queries, validation and field records. Automated reading organizes the material for review; it does not generate a citation automatically. Characterizing any irregularity and taking administrative action remain the responsibility of officers and the competent authority.

The operation is part of Concession Agreement No. 558/2022/PMC, signed for 30 years following Public Tender No. 005/2022/PMC. The agreement brings together four areas: metered parking; renewal and management of the Miguel Sutil Municipal Market; renewal of streets and public spaces in the central area; and implementation, operation and maintenance of urban furniture.

For the Municipal Market, the project published by the city provides for a new four-story complex with more than 180 commercial spaces, a food court, kiosks, restaurants, climate control and dedicated parking with space sensors. The renewal is intended to restore the market's economic role, improve the experience for merchants and visitors and create conditions for jobs, income and tourism in the city center.

For streets and public spaces, the published details include renewal of streets and public areas, pedestrian sections in the city center, bus shelters, public benches, bicycle racks and stations, connected clocks, electronic information kiosks and panels with real-time public transport information. Smart parking complements these areas with different activation channels and support for enforcement.

The Miguel Sutil Municipal Market and the other urban improvements included in the concession are in their final stage of construction. The market inauguration and delivery of the improvements are expected by the end of 2026, after construction, licensing and acceptance are completed. Until then, these structures are presented as work in progress, not as completed and inaugurated projects.

The digital flow must also respect local rules when serving drivers. In 2024, exemptions for seniors and people with disabilities were incorporated into Digipare under the procedure published in Cuiabá. Registration, activation, validation and enforcement need to apply the same operating rule.
