Who is exempt from Zona Azul?

Seniors 65+, people with disabilities, autistic people, residents without a garage and electric vehicles may be exempt. See the rules by city.

Zona Azul exemptions vary by city, but there are categories that benefit in most Brazilian municipalities [1].

Categories with exemption (most common)

Category Type of exemption Documentation required Coverage
Seniors (65+) Full ID + registration with city hall Most cities
People with disabilities (PCD) Full Medical report + credential Most cities
Autistic people (ASD) Full or partial Report + registration Some cities
Residents without a garage Partial (discount) Proof of residence Few cities
Electric vehicles Full or partial Vehicle document Curitiba and others
Official vehicles Full Official plate Nationwide
Ambulances on duty Full Visual identification Nationwide

How to request the exemption

The process usually involves:

  1. Prior registration: With the city hall or the city's Zona Azul app
  2. Documentation: ID, taxpayer number, medical report (for people with disabilities), proof of residence
  3. Credential: Issuance of a card or digital record linked to the plate
  4. Renewal: Annual or according to the validity of the medical report

Important

An exemption does not mean unlimited parking. Even when exempt, beneficiaries generally still need to:

  • Respect the time limit (or have an extended limit)
  • Display the credential (physical or digital)
  • Park in regulated spots

Digipare lets beneficiaries register directly in the app, making digital verification easier with agents equipped with the Areatec electronic ticketing device [2].
