Can someone with a senior citizen card park for free?

A senior citizen card guarantees a reserved space, but not always a payment exemption. Understand the rules by city.

Not always. A senior citizen card guarantees the right to park in spaces reserved for the elderly, but it does not automatically mean an exemption from paying the parking fee. These are two different rights: one is national (the reserved space), the other is each municipality's decision (the fee exemption). Confusing the two is what leads to fines.

Reserved space vs. payment exemption

The CTB guarantees that at least 5% of the spaces in public parking areas are reserved for elderly people, properly signposted. This is a right of access to a space — generally closer to the destination — and applies throughout the country. The senior citizen credential (card) is what proves this right and must be kept visible in the vehicle, according to local rules.

The exemption from paying the fee, however, is a municipal matter. The fee, the hours, the maximum stay, and the exemptions for Zona Azul are defined by each city's law or decree. That is why:

  • In some cities, the elderly person uses the reserved space and pays the parking fee normally.
  • In others, the municipal law grants a total or partial exemption within the reserved space.
  • In still others, there is a different maximum stay.

There is no national rule saying that elderly people don't pay for parking — it varies from city to city.

How to find out your city's rule
