Do I need to leave a receipt on the dashboard?

With digital Zona Azul, Brazil's paid rotational street parking, you do not need to leave any receipt or card on the dashboard: activation is electronic and tied to the vehicle's plate. With the old paper system, however, you still must display the filled-in card on the windshield. The confusion exists because many municipalities are in transition between the two models, and the driver does not always know which one is in effect where they park.

In the digital system: nothing on the dashboard

In digital rotational parking, the spot is activated via app, kiosk, or accredited point of sale. What counts is the electronic record associated with the plate, not a physical object in the car. The enforcement officer checks the plate in the system and verifies whether there is a valid activation for that time and location.

For this reason, leaving any paper on the dashboard is unnecessary and does not replace activation. If the credit was not entered into the system, the vehicle is considered non-compliant even with a printed receipt visible. The practical rule is simple: activated by plate, you are in compliance; not activated, you are subject to a citation.

Legal basis and variation by city

Rotational parking is provided for in Article 24, item X, of the Brazilian Traffic Code (CTB), which gives municipal agencies the authority to regulate the use of the streets [1]. Each city government defines, by its own decree, the model adopted (paper, digital, or hybrid), the fees, the hours, and the maximum parking time.

Since this regulation is municipal, the fee amounts vary from city to city, generally in ranges of a few reais per period (fractions of one to two hours). There is no single national value, and you should not assume one city's price based on another's.

Parking in a regulated location without a valid activation is the offense under CTB Art. 181, item XVII [1]: a serious offense, R$ 195.23 and 5 license points, plus possible vehicle removal. This amount is federal and fixed throughout the country — the municipality sets the fee and the hours and issues the citation, but it does not set the fine amount.

How to know which system applies in your city

  • Look for the R-6b regulatory sign and the local signage; many already indicate the app or the activation point.
  • Check the website or channels of the city government or the municipal traffic agency.
  • When in doubt between paper and digital, activate via the official app: where digital exists, it covers the obligation without paper.
