A Zona Azul offense adds 5 points to your driver's license (CNH). It is classified as a serious offense under CTB Art. 181, XVII of the Brazilian Traffic Code, and comes with a fine of R$ 195.23 and removal of the vehicle. Both the points and the amount are fixed nationwide — they do not vary from city to city.
Why it's 5 points (and not 4)
The points for an offense in Brazil depend directly on its nature. The CTB defines a fixed scale:

Parking in violation of rotational-parking signage (the R-6b sign) is a serious offense, which is why it adds 5 points. Beware of circulating information treating it as a "medium" offense with 4 points: that is wrong. The correct classification is serious, with 5 points.
What the points mean for your license
The points are recorded in the driver's file and can lead to suspension of driving rights once the total reaches the limit set by law within 12 months. So even though it's "just" a parking fine, the 5 points should not be ignored — they accumulate with any other offense you may commit during that period.
Points only exist on the fine — the TPU does not add points
This is the point that confuses drivers most. There are two different charges, and only one of them generates points:
- TPU (post-use fee): this is a municipal fee, not a traffic fine. It does not add points to your license. It works as a second chance: when the time expires, the system generates the TPU with a deadline for you to settle. The existence, amount and deadline of the TPU vary from city to city — some adopt it, others don't.
- The Art. 181, XVII fine: this is the traffic citation, a federal matter. This is where — and only here — the 5 points and the R$ 195.23 come in.
In short: paying the TPU on time closes the case without any points on your license. The 5 points only appear when the TPU is not paid (or doesn't exist in the city) and the vehicle is cited with the fine.
How not to rack up points through forgetfulness
To avoid the points, the path is to manage your parking time:
- Check the signage (the R-6b sign) and the maximum time allowed in the spot.
- Activate rotational parking from your phone as soon as you park.
- Track the remaining time and renew before it expires.
