Post-use (TPU — Post-Use Fee) is a municipal administrative fee that works like a "second chance": when your Zona Azul time expires or you forget to activate, the system generates this fee with a deadline for you to set things right and thus avoid a traffic fine. It is not a fine, it does not add license points, and it is not recorded as a violation — it is simply payment for the use of the bay that was not made at the time.
A fee, not a fine
This is the distinction that most confuses drivers. Post-use is charged by the city or concessionaire as compensation for the use of public space — it is a fee, of the same nature as ordinary Zona Azul. A traffic fine, on the other hand, is a penalty set out in the Brazilian Traffic Code, with a fixed federal amount and points on the license. Paying the TPU closes the matter administratively; failing to pay it is what can lead to the fine.
How it works in practice
- Your parking time expires (or you never activated at all).
- The system records the continued parking and generates the post-use fee.
- You are given a deadline to pay this fee.
- By paying within the deadline, the case is set right and there is no fine and no points.
- By not paying, the case may be booked under the fine of CTB Art. 181, XVII.
The critical point: everything varies by municipality
Post-use is each city's decision, and it varies in three independent dimensions:

By way of illustration: City A might charge R$ 20 with a 4-hour deadline; City B, R$ 40 within 5 days; City C, a low amount if you settle quickly and a higher one later. That is why you should never take any amount or deadline as nationwide — always check your city's law.
What does NOT vary
If the TPU is not paid (or does not exist in that city), the case enters the fine under CTB Art. 181, XVII, which is federal and the same throughout the country: a serious violation, R$ 195.23, and 5 license points, with possible vehicle removal. This is the only fixed nationwide amount — the fee and the post-use charge are not.
